Link the account you play on
If you play through Steam, link your Steam account to Twitch. If you play through NC/PURPLE, link your NC/PURPLE account. Linking a different account may mean that Twitch Drops do not reach the intended character.
NC specifically warns that, even if rewards have not arrived, you should not separately link your account on the NC website. This can unlink the existing connection and leave you unable to access your existing character. It is not a general fix for delayed Drops.
If you can no longer access your character
For this situation, NC directs players to the FAQ linked in the official notice, which also provides Twitch Drops information. Do not try a new chain of account links at random: this short news item does not provide a separate account-recovery procedure.
