Striving for a Purpose
Talk to Kepillia at Notos Legion Outpost
Story
"I will go straight to the Disposal Plant. Join me there."
All facilities were struck, but Phernos has still not made contact. Without Phernos and the Apparitions, even if you make it inside the disposal plant, your chances of finding the bracelet are slim.
You kept attacking the Balaur forces to buy time until he finally contacted you.
He had successfully persuaded the Apparitions of the Illusion Cavaliers to help.
